Reports to: Payroll Accountant

Salary Range: $ 65,000 to $70,000

Benefits: Medical, dental, 10 vacation days 1st year, sick leave, 11 holidays.

FLSA: Non-exempt

Hours: Full-time, 40-hour week, Monday-Friday, normal business hours.

Location: Oakland, CA. This is an on-site position.

Start date: Available immediately.

About East Oakland Community Project (EOCP): Founded in 1990, EOCP is a dynamic and growing organization that provides safety-net and rapid re-housing services to a diverse base of homeless individuals and families in Alameda County.

Summary of Position: This is a new position. The finance team is growing. The Payroll Accountant manages the organization’s bi-monthly payrolls. This role reports to the Controller and is responsible for independently managing all things payroll related including accounting for benefits, workers’ compensation, and the 403b contributions. This role requires an understanding of the organization’s policies, systems, and procedures as well as knowledge of payroll tax and labor laws in California. This position will also be responsible for performing month-end tasks related to payroll including journal entries and GL account reconciliations.

Essential Duties & Responsibilities: The Payroll Accountant plays a key role in EOCP’s ability to meet its program goals and, ultimately, achieve its mission. This position reports to the Controller and works closely with the Accounting team. Primary job responsibilities include the following: payroll, retirement plan, bank accounts/reconciliations, and the management of financial controls in accordance with GAAP.

  • Process payroll on a bi-monthly basis through Paychex for approximately 110 hourly and salaried employees
  • Ensure that timecards and payroll amounts are compliant with all applicable laws and internal organization policies
  • Coordinate with the HR department and process all payroll changes including new hires, terminations, leaves, pay changes, differential pay, and any other elected or mandated payroll deductions
  • Process employee vacation buy-back requests
  • Process employee benefit payments to vendors within the required deadlines
  • Compiles, maintains, and produces statistics & reports of vacation time, sick leave, and banked holidays.
  • Ensure that all payroll tax filings are completed and on time
  • Set up and maintain all necessary licenses and filings for California
  • Oversee annual W-2 forms for all employees
  • Prepare and process journal entries to record payroll including payroll allocations, benefits, accrued PTO, workers’ compensation, and 403B contributions
  • Work with Program staff to maintain employee payroll allocations by program/contract
  • Reconcile monthly all GL accounts related to payroll and benefits
  • Research and respond to payroll and benefit related inquiries from internal and external sources
  • Stay current on payroll related rules and regulations as well as internal policies and procedures
  • Assist with any payroll related requests for the annual fiscal audit, annual 990 tax filing, workers’ compensation audits, government grant audits, annual 403b audit, and liability insurance applications
  • Assist Human Resources and employees with payroll related questions and issues
  • Other related duties and tasks as assigned
  • Act as back-up for Staff Accountant

Required Qualifications:

· Proven experience in a payroll position for an organization with more than 100 employees; experience setting up and maintaining out of state employees a plus

· Demonstrated knowledge of tax and wage laws especially in California

· Excellent verbal and written communication skills

· Strong computer literacy including Microsoft Office applications. Experience processing payroll in ADP a plus.

· Ability to work effectively with minimal supervision and collaborate effectively across an organization

· Detail oriented with excellent organization skills and ability to multi-task

· Demonstrated ability to automate and refine processes

· Ability to maintain confidentiality

· Availability for occasional evening and weekend work as needed

· Associate’s degree in accounting or comparable on-the-job training.

· Sufficient accounting/bookkeeping experience to carry out the above responsibilities.

· Knowledge of GAAP and fundamental accounting procedures.

· Good written and verbal communication skills in English.

· Strong computer skills, including accounting software programs, Excel, Word, email management, and use of diverse websites.

· Very strong ability to pay continual attention to detail.

· Demonstrated ability to establish priorities, to manage a diversity of tasks on different timelines, and to meet deadlines without reminders.

· Ability and enthusiastic willingness to learn new processes and systems quickly and independently.
